Key Stats

The corner of Bathurst Street and Richmond Street West in downtown Toronto dates back to the 1880s and has supported a wide range of residential and commercial uses since then. When Originate Developments Inc. (Originate) set out to make their mark on the downtown core, they retained PGL to guide the environmental aspects of acquisition and redevelopment and to secure a Record of Site Condition for the property.

Originate faced a key challenge: the site was made up of multiple parcels, each with its own history and associated environmental risks. By strategically acquiring the parcels following PGL’s due diligence work, Originate was able to consolidate them into a single property, which created a clear path toward a unified redevelopment vision and a single Record of Site Condition.

PGL supported this process by completing due diligence and regulatory Phase One and Two Environmental Site Assessments, which identified potential contamination from historical uses including dry cleaners, printing shops, historical fires, fill materials, and nearby offsite sources such as gas stations and autobody shops. PGL coordinated geotechnical and hydrogeological investigations and completed targeted remedial excavation to address impacts associated with fill material and fire-related contamination.

By treating the entire property as one site and carefully sequencing investigation, coordination, and remediation efforts, PGL helped Originate navigate regulatory requirements and reduce environmental uncertainty. In April 2026, a Record of Site Condition was secured, clearing the way for redevelopment.

With this milestone achieved, Originate can now transform the property into a 17-storey, mixed-use condominium with a multi-level podium and underground parking, contributing to the continued evolution of Toronto’s downtown core.
