The Task:
Complete Phase 1 and Phase 2 Environmental Site Assessments with soil and groundwater remediation resulting in a Record of Site Condition filed with the Ministry of the Environment and Climate Change (MOECC) Brownfields Registry.
The Client:
Suncor Energy is a Canadian integrated energy company based in Calgary, Alberta. In addition to the production of synthetic crude from oil sands, Suncor Energy has a network of 1,500 Petro‑Canada retail and wholesale petro-product outlets across Canada. (www.suncor.com)
The Challenge:
The project schedule faced challenges due to spatial restrictions (ie. the size of a postage stamp) and the need for coordinating soil and groundwater remedial work and intrusive investigations in a highly urbanized area. Soil structure, sub-surface features, and shallow groundwater conditions added additional hurdles to the scope, as precautions had to be taken to avoid undermining neighbouring structures. the remediation work needed to be estimated and completed with zero tolerance for overestimation.
The Solution:
PGL worked with the contractors to coordinate a system of soil testing, removal and backfilling that reduced delays and minimized interference to adjacent third parties on a small footprint site. Even though unforeseen sub‑surface obstacles were encountered during the excavation, the work program was flexible enough to handle the challenges without delays. Work was completed to the MOECC’s evolving standard of care for reporting and investigation.
The Result:
Soil and groundwater were remediated to the applicable MOECC standards, and a Record of Site Condition was successfully filed in August 2013. The remediation work was on budget for both soil and groundwater volumes, and time to complete. The RSC submission and associated Environmental Site Assessment reports were audited by the MOECC and passed all requirements. The property transaction was subsequently completed.
